Retirees and members may switch their health-care plans during October. For active employees who change their coverage, their enrollment in the new plan will become effective on the first payroll date in January. Employees should contact their agency's personnel department or visit the Office of Labor Relations at 40 Rector St. in Manhattan in order to complete a health benefits application. For retirees, the change will go into effect on Jan. 1. To select a new plan, retirees should go to the Office of Labor Relations at 40 Rector St. in Manhattan or download an application from the city's website: www.nyc.gov/html/olr/html/health/health_benefits_prog.shtml.
