and Real Estate units win increments
DC 37s clerical and real estate bargaining
units settled negotiations Sept. 25 over how to allocate the final 1 percent of
the additional compensation provided by the 2000-2002 economic contract.
The 30,000-member clerical unit wrapped up talks with a settlement that provides
recurring increment payments (RIPs), service increments and one-year increases
for various job titles. The real estate unit settlement increases the RIPs
for all the titles in the unit. Employees are entitled to additional
compensation based on 1 percent of the Dec. 31, 1999, payroll as
of June 30, 2002. The pact gives the bargaining units the flexibility to determine
how the additional compensation is allocated. The fairest thing
to do was to expand the RIP to some of the members who were not covered in the
last round of bargaining and expand service increments to include Eligibility
Specialist Level 1 and Level 2, said Clerical-Administrative Employees Local
1549 President Eddie Rodriguez. Our goal is for everyone to get a piece
of the pie. The clerical unit also covers titles represented by
Locals 1655, 1113, 957, 154, 1251, 1070, 1930, 1482, 1321 and 2021. Payments
in the clerical unit include:

RIPs for Chief Clerks (OTB),
Customer Communications Specialists, Paralegal Aides, Assoc. Reporters/Stenographers,
Betting Clerks, Admin. Assts. (CFB), Cashiers, Police Admin. Aides, Sr. PAAs,
Public Records Officer, Assoc. PRO, Public Records Aides, Dept. Librarians, Dept.
Sr. Librarians, Dept. Sup. Librarians and Dept. Principal Librarians. The
RIP payments are $541 after six years and additional payments of $541 after nine
years, $541 after 12 years, $270 after 15 years, and $691 after 18 years. -
Service increments of $1,520 after
five years for Eligibility Specialists Level 1 and Level 2. (Level 3 ESs already
have a service increment.) -
An
automatic increase to a Level 2 salary for library Office Aides Level 1 after
one year of service. -
A
$1,000 assignment differential for Police Communication Technicians assigned to
the 6/WYRES and DARP dispatch systems.
The real estate unit covers about 500 members of Locals 154, 371,
1219 and 1757. The agreement provides for $45 yearly increases in the bargaining
units RIP payment schedule. The payments start at the end of workers
sixth year of employment and continue to grow until the end of the 20th year.
The new RIP schedule ranges from $153 at the end of the sixth year to $613
at the tenth year, $1,380 at the 15th year and $2,047 at the 21st year.
Local union presidents headed the Clerical and Real Estate bargaining teams with
technical support from Assistant Directors Vilma Ebanks and Nola R. Brooker of
the Research and Negotiations Dept.
