Vote "Yes" on two proposals

District Council 37 urges its members to vote “Yes” on two statewide ballot proposals Nov. 8. Proposal 1, Budget Reform, would speed and improve the budget enactment process, and Proposal 2, the Transportation Bond, would create 120,000 jobs by investing $2.9 billion in highways and public transportation.

New York is one of four states that let their executives dominate the budget process, giving too much power to Gov. George E. Pataki. The proposed Budget Reform Act would restore balance to the process beginning in 2006 by implementing a contingency budget based on the previous year’s budget if legislators fail to agree on a state budget on time.

The $2.9 billion Transportation Bond Act would fund a five-year program of major improvements to the New York City subway system, the Long Island Railroad, and the largest highway construction program in state history.
