DC 37 Contract Demands


General Economic

  1. There shall be a two-year agreement.
  2. There shall be no layoffs during the term of this agreement.
  3. A fair, reasonable and responsible wage increase effective the first day of each year of the agreement.
  4. The 15-year longevity increment shall be increased.

  5. All service and longevity increments and differentials and recurring increment payments shall be effective on the anniversary date.

  6. All service and longevity increments and differentials and recurring increment payments shall be immediately pensionable.

  7. There shall be additional compensation to address unit/title specific needs.

  8. There shall be flexibility to vary application of the terms of the agreement.

  9. Employer-provided TransitChecks.
  10. The Employer shall match employee contributions to the 401(k) plan.
  11. A recurring annuity payment of $4 per day.
  12. Mileage and meal allowances shall be increased.
  13. Release time for union activity shall be expanded.
Health & Welfare
  1. The employer shall preserve the current level of health benefits.
  2. Increase the welfare fund contribution rate for actives and retirees.
  3. The employer shall make a contribution to a union administered fund to provide child care and elder care benefits to members.
  4. Long-term health care insurance shall be included in the city’s basic health insurance package.
  5. Survivors of actives and retirees shall be covered by health benefits.
  6. The Transit Authority shall offer health insurance to Tier 4 retirees after 10 years of service.

Citywide, Civil Service and Personnel

  1. Full-time per-diem employees with six months of service shall receive all the benefits of a per-annum employee.
  2. Alternate work schedules, including, but not limited to flextime, compressed time and staggered hours shall be utilized.
  3. The employer shall establish a pilot program for telecommuting.
  4. Part-time employees shall be entitled to paid holidays.
  5. The employer shall establish citywide promotion lists.
  6. The current 36-month lock-in of assignment level for salary purposes shall be reduced to one year.
  7. The current four-month limit on carryover of non-Federal Labor Standards Act compensatory time shall be increased to one year.
  8. Bereavement leave shall be extended to include grandparents.
  9. Employees who continue to be assigned to out of-title work after a favorable arbitration decision shall receive automatic compensation whether or not an arbitrator has ordered continuing relief.
  10. An employee may use their sick leave for all Federal Family Medical Leave act purposes.
  11. Dedicated Sick Leave Program shall be expanded to allow donated sick leave to be used for the care of an ill family member.
  12. All permanent candidates for promotion or level advancement shall be granted an interview when considered for appointment.
  13. A monetary award for assignment to out-of-title or out-of-level duties shall cover a period up to six months prior
    to the date the grievance was filed.
  14. Provisional employees who have served for 12 months shall be eligible for disciplinary due process.
  15. The residency requirement shall be eliminated.
  16. Interest shall be accrued on back pay awards.
  17. Monetary damages shall be doubled in cases involving repeat violations of collective bargaining agreement.
  18. Employees shall be allowed to elect a monetary lump sum payment for terminal leave.

Retirement/Pension

  1. The city shall agree to support legislation for employee representatives on the Deferred Compensation Board.
  2. The city and the union shall review and update the list of physically taxing positions and meet to discuss the resolution of ongoing disputes (all employers).

• All terms and provisions of the current agreement shall continue unless modified in these negotiations.

• The union reserves the right to add or amend proposals until such time as a final agreement is reached.
