Jean Thoens is associate administrator of H & S Plan

Jean Thoens brings nearly four decades of experience helping to improve members’ benefits to her new position as associate administrator of the DC 37 Health and Security Plan.

“Jean has always demonstrated a tremendous dedication to our mission of providing quality service and benefits,” said Administrator Cynthia Chin-Marshall.

“There is a certain satisfaction when a member leaves the office and I’ve been able to help,” said Thoens, commenting on what excites her about working for a program that serves 125,000 active employees and 50,000 retirees.

Thoens started out as a secretary in 1969, moved up to executive secretary in 1973 and in 1993 became the administrative liaison for services provided outside of plan headquarters. She supervised services at the Brooklyn and Manhattan health care centers, which provide dental, podiatry, vision and audiology services. She spearheaded the recent optical panel expansion and is involved with its scanning project to store claims electronically, which will help deliver benefits more efficiently.

“I have always focused on making sure members get proper care at the centers and quick, accurate claims processing,” said Thoens. In her new position, she will be working with plan personnel and units that provide all benefits to members and retirees.
