Union appoints top negotiator and two division directors


DC 37 Executive Director Henry Garrido appointed a new research and negotiations director and two directors in the union's divisions, which are responsible for workplace organizing, membership outreach and grievances.

In the Research and Negotiations Dept., David Paskin has taken on the position of director following the retirement of his predecessor, Evelyn Seinfeld. Garrido appointed Michele Menduina as the director of the Schools Division and Tyler Hemmingway as the director of the White Collar Division.

Paskin joined the staff of DC 37 in 1987 as an assistant director in the Research and Negotiations Dept. He was promoted to senior assistant director in 2000 and associate director in 2011.

Paskin was key in helping prevailing wage blue-collar workers win significant pay raises and in bargaining for the union's current economic agreement, which covers about 100,000 workers. Recently, he has focused on negotiating a new contract for 10,000 members who work at the City University of New York.

Paskin said he looked forward to his new responsibilities while he acknowledged the challenge of living up to the legacy of his predecessor.

Tyler Hemingway was promoted to White Collar division director in March. Before then, he was the assistant director of the union's Hospitals Division for eight years.

Hemingway joined DC 37's staff in 1999 as a Council Rep in the Professional Division. He is a long-time union activist and was a New York City Paramedic and member of Local 2507.

Before becoming director, Menduina served as an assistant director of the Schools Division since May 2009.

She began her career at DC 37 as a grievance rep in the Schools Division and later was promoted to the position of council rep.
